Through his development firm TWR, Arrows team boss Tom Walkinshaw led the charge to build the $100 million track and an agreement was signed with Moscow representatives last December.

The circuit, which is expected to be completed in 18 to 24 months, will be located on Nagatino Island, a few kilometers south of the Kremlin.
